Rivers State chapter of the Peoples' Democratic Party, PDP, has called on the Inspector-General of Police, Suleiman Abba, to immediately disband the C41, alleging that the police unit is planning to "abduct, frame, arrest and assassinate some leaders of the PDP".
The C4I, otherwise known as "See For Eye", is a specialised counter terrorism unit created within the Rivers State Police Command during the short-lived administration of former Governor Celestine Omehia, in 2007. Operatives of the C4I are trained by the Israeli Secret Service, the Mossad, to curtail the spate of kidnapping by Niger Delta militants.
Chairman, Media and Publicity Committee, PDP Governorship Campaign Organisation, Barrister Emmah Okah, told journalists, in Port Harcourt, at the Weekend, that the "PDP has totally lost confidence in the C4I, since by their conduct and operation the C4I is independent of the control of the Rivers State Police Command".
He stated that there was "a completely scandalous and alarming conspiracy resulting from an unholy alliance between the Government of Rivers State, the All Progressives Congress (APC) on one hand and a department of the Rivers State Police Command called C4I (pronounced “See For Eye”) on the other, to abduct, assassinate or frame and arrest leaders of the PDP in Rivers State and to generally orchestrate political violence, chaos and anarchy in Rivers State". Okah alleged: "We have uncovered a heinous and shameful conspiracy by the said C4I and APC to arm some young men who would thereafter be arrested while armed with the very weapons given to them by the C4I and APC. After their stage-managed arrest, false confessions would be obtained from them in consonance with the orchestrated plan to the effect that they were armed by the President of the Federal Republic of Nigeria and the Gubernatorial Candidate of the PDP in Rivers State, Chief Nyesom Wike, to commit sundry criminal acts including kidnap, armed robbery, and political assassinations".
"As a means of suppressing evidence and concealing the false confession, the young men would thereafter be killed by the C4I through administering poisons on them. The C4I and their APC co-conspirators would then falsely allege that the President in concert with Chief Nyesom Wike CON with and the PDP are responsible for the murder of the young men". Okah further alleged: "Prior to this time and just to mention one out of several cases, the C4I had attempted to abduct and possibly eliminate a member of the PDP in Rivers State, Tonye Adoki Ayella".
"Mr. Ayella, who is the PDP's candidate to represent Port Harcourt Constituency 2 in the Rivers State House of Assembly in the 2015 General Election, was saved from abduction and possible elimination by security men attached to Evans Bipi, Member of the Rivers State House of Assembly".
Okah who lamented that "this matter was reported to the Commissioner of Police, Rivers State Police Command, who has refused or neglected to investigate the matter", called on the Inspector-General of Police, to "investigate the nefarious plot against President Jonathan and Chief Wike; debrief members of the C4I; prosecute those involved in the plot; deploy the security operatives from Rivers State and disband the C4I police unit".
The PDP also enjoined "the Inspector General of Police to ensure that this Israeli trained special unit, the C4I, is not used any further by the APC or any other political party for that matter, as its terrorist wing in Rivers State."
"It is rather incomprehensible and shameful that a special Police Squad created and funded by the Rivers State Government to contain the menace of Kidnapping in Rivers State is now the very organisation that the Government of Rivers State would be using for acts of abduction, kidnapping, planned assassinations, and political chicanery", the party added.
Reacting to PDP's allegation, the Greater Together Campaign Organisation of the governorship candidate of the APC, Dr. Dakuku Peterside, described the allegation as “a joke of the millennium” and called on the “public to disregard such and similar allegations by the PDP, saying that “the allegations are nothing better than beer parlour gossips shared under the influence of alcohol”.
The organization in a statement signed by its Director of Communications, Mrs. Ibim Semenitari, stated: “The PDP should be ashamed of its tactics to curry public sympathy in the face of impending defeat in a few weeks from now. This is the first time in Nigeria's political history that a party in power at the national level is too afraid of meeting an opposition party at the polls”.
“It's a shame that the PDP, despite its boast of having the numbers and capacity, has gone senile in begging for sympathy. The latest allegation from the PDP is its open confession that the chance to continue its evil grip on power in Nigeria has reached an irreversible end. The PDP has had about 16 years grip on Nigeria through the peoples' votes, but bungled such golden opportunity. PDP has had 16 uninterrupted years to change the fortunes of Nigerians but has left them poorer. PDP had 16 chances to launch the country to greatness but preferred to elevate corruption to national culture”
The APC further added: “The allegation that the Rivers State government and the APC plan to assassinate President Goodluck Jonathan and Chief Nyesom Wike, respectively, is hogwash and should be dismissed. The PDP never knew that the day of retribution would come, and is face-to-face with it. The party doesn't deserve any sympathy from Nigerians”.
The Rivers State Police Command in a statement signed by its spokesman, DSP, Ahmad Muhammad, stated: “The Rivers State Police Command is constraint to respond to allegations against C4I, an operational outfit of the Command by Bar. Emma Okah, Chairman, Media and Publicity Committee, Rivers State People Democratic Party Campaign (PDP) Organisation, to the effect that C4I in concert with another political party planned “to abduct, assassinate or frame and arrest leaders of the PDP in Rivers State and to generally orchestrate political violence, chaos and anarchy in Rivers State.”
“It is on record that C4I is a well-trained operational unit of the Command established since 2007 specifically to tackle the rising wave of violent crimes in the State. The unit is under the strict control and supervision of the Command's Directorate of Operations and has recorded colossal successes in crime prevention and fighting in the State, particularly in terms of rescue of kidnapped victims, arrest of suspected vicious criminals, recovery of firearms/ammunition, stolen vehicles, illicit drugs and narcotics, feats which stand the unit out”.
The PPRO of the state police command stressed: “As a matter fact, the Command as a responsible law enforcement agency or any of its units has no plan whatsoever to abduct, assassinate or frame and arrest leaders or members of any political party in Rivers State or to orchestrate political violence, chaos and anarchy in the State. Therefore, there is no iota of truth in the allegations”.
The statement pointed out: “The Commissioner of Police until now is not aware of the allegations. However, he has ordered for in-depth investigation on the allegations, please”.
